I would recommend to develop the website on a local computer using a web environment (eg XAMPP)
That way you have everything close by. Adding images is just copying them to another folder (to /images/ ).
When you are ready use Akeeba Backup to create a backup that you restore on your server.

How I start with new websites:
- create local web environment (use XAMPP or something similar; I use docker containers)
- install Joomla
- install basic extensions that you will use (I usually install Akeeba Backup, JCE editor, OSMap)
- create some categories (e.g. services, news, about)
- create menu items of type Category Blog for each category (e.g. services, news, about)
- create some articles in each category (use title, text, intro image)
